The newly updated Monitoring Table of Actions is a key tool that captures the progress and results of the ongoing partnerships that have already started implementing their actions. It sheds light on how multi-level governance efforts are driving urban policy and practice across Europe.
What is this tool for?
The Monitoring Table of Actions provides a comprehensive overview of the initiatives undertaken by the ongoing Thematic Partnerships. Beyond listing specific actions and their outputs, it also illustrates how these actions relate to key cross-cutting issues, helping to clarify the broader impact and coherence of the Urban Agenda’s implementation.
This structured framework enhances transparency and helps policymakers, stakeholders, and citizens alike understand the scope, direction and impact of the Partnerships’ work.
Data is collected every 6-9 months from those Partnerships already implementing their actions and an updated version of The Monitoring Table of Actions is released. Those interested to explore how older actions have been implemented, can also access all previous versions here.
Fresh insights from the latest update
Currently there are six active Thematic Partnerships from which four have started implementing their actions. Where Food and Cities of Equality Partnerships have entered the implementation phase after this date was collected.
The latest version of the Monitoring Table, released in September 2025, reports on the progress of three partnerships — Greening Cities, Sustainable Tourism, and Public Procurement — comprising a total of 11 actions. The fourth partnership, Inclusion of Migrants and Refugees, has expressed interest in sharing its progress in early 2026, while the Food and Cities of Equality partnerships have recently entered the implementation phase.
Currently, 36% of actions are at an advanced stage of implementation, with another 36% at a mid-level stage.
58% of actions contribute to the 'Better Knowledge' pillar. The remaining actions are evenly divided between the 'Better Regulation' and 'Better Funding' pillars, each accounting for 21%. These figures underscore a strong focus on enhancing the urban knowledge base, while also addressing key regulatory and financial dimensions.
