Join the public consultation on the Building Decarbonisation and Water Sensitive City draft Action Plans!

The Building Decarbonisation and Water Sensitive City Partnerships of the Urban Agenda for the EU invite you to join the public consultation for their draft Action Plans and provide your insights and feedback on the proposed Actions.

Both consultations will run from 16 April until 28 May 2026 at 16:00 pm CEST.

We are excited to announce the launch of the public consultation for the draft Action Plan of the Urban Agenda Partnership on Building Decarbonisation, now live on the dedicate EUSurvey page

Explore the Building Decarbonisation webpage to dive into the draft Action Plan and learn how you can contribute your insights to help the Members test and demonstrate multilevel governance approaches that integrate district and neighbourhood strategies with local heating and cooling plans.

What's in the plan

The Building Decarbonisation Action Plan consists of six complementary actions designed to advance integrated decarbonisation approaches for buildings at the local level. Together, these actions address key areas to support more effective implementation. In particular, they focus on regulatory interplays and links between different plans at the local level, data and indicators on energy and buildings, funding and financing options, as well as, ensuring effective governance models for building decarbonisation at the local level.

The Water Sensitive City draft Action Plan

The Urban Agenda for the EU Water Sensitive City Partnership is also seeking to gather feedback on its draft Action Plan, which aims to help European cities become more resilient, more sustainable, and more climate-adapted, by putting water at the very heart of urban development. To learn more about the Partnership and review the draft Action Plan, visit the Water Sensitive City webpage. The public consultation is now live on the dedicated EUSurvey page.

Review the Summary of the draft Action Plan and explore the full draft Action Plan for more information. Your feedback will directly contribute to refining and strengthening the Action Plan before its final adoption.

What's in the plan

The Water Sensitive City draft Action Plan comprises seven Actions aimed at transforming urban water management towards restoring the natural water cycle and reducing runoff, while improving the quality of the urban environment, resilience to climate change and putting water efficiency first. The Actions focus on establishing harmonised indicators for water-sensitivity, enabling regulations, supporting the preparation of water-sensitive city plans, promoting innovative financing models, ensuring efficiency by developing a stepwise digitalisation framework for urban water systems, strengthening knowledge and capacity building, and fostering community engagement through citizen science.

The consultation is open to all stakeholders working at the intersection of urban planning and water or interested in contributing to a shift in how water is managed in cities, by mainstreaming the water-sensitive city concept. This may include stakeholders such as local, regional, or national public authorities, umbrella organisations, academia and research centres, NGOs, companies, experts, and individual citizens.
