Let's celebrate 10 years of the Urban Agenda for the EU!

Ten years ago, the signing of the Pact of Amsterdam marked a new chapter for cities in Europe. Agreed under the Dutch Presidency of the Council of the European Union in 2016, the Pact of Amsterdam launched the Urban Agenda for the EU, creating a unique framework for cooperation between cities, Member States, the European Commission and other stakeholders to address Europe's most pressing urban challenges.

Now, 21 Thematic Partnerships later, we return to where it all began.

On 17–18 November 2026, urban practitioners, policymakers, politicians and experts from across Europe will gather in Rotterdam and Amsterdam for "Cities at the core: 10 years of the Urban Agenda for the EU and the way ahead", the anniversary conference celebrating a decade of multi-level dialogue and collaboration.

How can Europe ensure that cities remain at the heart of policymaking? What are the lessons learned from ten years of multi-level cooperation? And how can the Urban Agenda continue to contribute to Europe's evolving priorities in the years ahead? These are some of the questions the conference will explore.

Since 2016, the Urban Agenda for the EU has brought together hundreds of organisations and experts. Together, they have delivered a wide variety of contributions ranging from policy recommendations to tool boxes and indicator frameworks. Their work has strengthened the urban dimension of European policymaking by improving regulation, access to funding and knowledge sharing. The Thematic Partnerships have demonstrated the value of multistakeholder dialogue and collaboration across all levels of governance.

The anniversary conference offers a unique opportunity to celebrate these achievements while exploring the next chapter of the Urban Agenda for the EU. The two-day programme features a mix of high-level reflections, interactive topical sessions and site visits, creating opportunities for exchange and learning.
