Webinar on Public land for local food policies: success factors, challenges and pathways for local authorities
While the first session explored how public authorities across Europe mobilise, manage or condition public land for food-policy objectives, the second webinar will focus mainly on a more practical question:
- What enables these models to work in practice, what barriers do local authorities face, and what support is needed to transfer or scale them in different territorial contexts?
Drawing on the nine Action 5 case studies and the lessons emerging from their comparative analysis, the webinar will examine recurring success factors, implementation challenges and transfer conditions.
Particular attention will be given to issues such as legal and institutional frameworks, access to and control of public land, administrative capacity, transparent allocation mechanisms, funding and long-term financial sustainability, stakeholder cooperation, soil and environmental conditions, and links with wider local food strategies.
Key objectives
The session will mainly:
- identify the main enabling conditions and success factors behind effective public-land-for-food models
- discuss the practical barriers faced by cities and local authorities, from legal and administrative constraints to funding, capacity and competing land uses
- explore which elements of the selected cases can be adapted or transferred to other cities and regions
- identify the types of policy, technical and financial support that local authorities need
- gather practical input for the final Action 5 Policy Brief and EU-level recommendations.
Programme
| From case studies to common lessons | Short recap of the nine selected models and the main findings emerging from their comparative analysis |
| Success factors, challenges and barriers | What makes public-land-for-food initiatives operational, sustainable and transferable? |
| Experience from cities and participants | Discussion of real implementation constraints, enabling conditions and support needs |
| From local experience to policy recommendations | Identification of priority messages for cities, regional authorities and EU-level actors |
The aim is to move from “what works where” to “what is needed to make it work elsewhere”, turning the Action 5 case-study evidence into practical guidance for public authorities and policy recommendations.
